bobbin just means spool but on a [domestic] sewing machine the bobbin thread is the bottom [hence winding the bobbin] and the top thread is the spool. i think it`s always been so, i have a few antique and vintage machines and the instructions and the terms are universal if you`re from a mill area then it probably is more a regional thing.

As long as the presser foot is up, the thread can seat properly. When the presser foot is down, the tension is engaged and it will not allow the thread to seat properly.
